There is much controversy about debt relief when we look at the international level relations of different countries. Problems occur when the question of forgiving debt comes to the front. Developing and under-developed countries want that their debt should be forgiven totally. Many people are against the total forgiveness of debt as this may be a green signal to the leaders of some countries that they have got a blank cheque. They might feel interested to go out for further debts as the leaders of those countries may assume that they will be again forgiven all these debts. That is why many world leaders are against the idea of forgiving debt in this manner. Moreover, these poor countries may spend money on unnecessary projects or on projects that are white elephants for them. However, these countries need to have some freedom to use the money in a sustainable form. As a result we need a calculated benevolence and at the same time we need understand the culture of these countries.
